libnice: make crypto library configurable via PACKAGECONFIG

Browse Source 
Move gnutls from a hard dependency to a PACKAGECONFIG option defaulting
to gnutls. This allows users to select openssl as an alternative crypto
library by setting PACKAGECONFIG.
