python3-qface: Upgrade 2.0.12 -> 2.0.13

Upgrade to release 2.0.13:

- QTBUG-129592: Throw error in case of invalid yaml format in
  annotations
- CI: Improve coverage and enable the flow again
- CI: Inherit secrets from toplevel
