onig: add support for orig-native + misc minor fixes

Browse Source 
- Add support for orig-native
 - Drop unnecessary dependency on libevent
 - Update HOMEPAGE and SRC_URI to webarchive mirrors (originals no longer available)
 - Switch binconfig -> binconfig-disabled
