opencv: correct FastCV dependencies

The FastCV stub dlopen()'s libfastcvopt.so.1, but if it is not present,
it is not a fatal error for the rest of the plugins. Downgrate RDEPENDS
to RRECOMMENDS. While we are at it, drop the dependency from the
PACKAGECONFIG, it is handled in the python code.
