net-snmp: fix QA Issue after LDFLAGS change

Adding -f*-prefix-map to LDFLAGS caused the following issue:

QA Issue: netsnmp-agent.pc failed sanity test (tmpdir)

Fix by filtering out -f*-prefix-map from *.pc files.
