Add UPSTREAM_CHECK_URI and UPSTREAM_CHECK_REGEX to check the correct
latest stable verison.
Before the patch:
$ devtool latest-version libtimezonemap

Add parameter 'downloadfilename' to SRC_URI to keep the downloaded file
name as same as before.

This is the result of automated script (0.9.1) conversion:
oe-core/scripts/contrib/convert-overrides.py .
converting the metadata to use ":" as the override character instead of "_".
