tcpreplay: add UPSTREAM_CHECK_REGEX ...

Add UPSTREAM_CHECK_REGEX to check the correct latest stable verison.

Before the patch:
$ devtool latest-version tcpreplay
INFO: Current version: 4.5.2
INFO: Latest version:

After the patch:
$ devtool latest-version tcpreplay
INFO: Current version: 4.5.2
INFO: Latest version: 4.5.2
