ceres-solver: Improve the build configuration ...

* Add a PACKAGECONFIG for glog. If it is disabled, then miniglog, which
  is provided by ceres-solver, will be used instead.
* Disable CUDA and gflags. They are not expected to be found, but this
  makes it explicit.
* Disable building tests and examples as they are not used anyway.
