Bartosz Golaszewski e1f6b98842 libgpiod: update v1.4.5 -> v1.6.2 
We're now by default on linux v5.8 so the GPIO features supported by
libgpiod v1.6 are available. Bump the version to v1.6.2 and extend the
recipe to depend on additional testing packages if tests are being built.
