rpi-u-boot-scr: Create uboot.env via boot.cmd.in

Modify boot.cmd.in from recipe rpi-u-boot-scr to create uboot.env
in the /boot partition when using U-Boot. This change is required
to successfully run fw_printenv from the user space.
