Convert to new override syntax
...
This is the result of automated script conversion:
oe-core/scripts/contrib/convert-overrides.py .
converting the metadata to use ":" as the override character instead of "_".

This reverts commit 0ecec6a1f9a7eca0d58acd26f51b47898a950fde.
The patch as well as PACKAGECONFIG were merged to oe-core recipe in:

gstreamer1.0-plugins-good: enable rpicamsrc plugin
...
enable the plugin when vc4graphics is not on machine features
as it needs userland.
