package_rpm.bbclass: clamp timestamps

Improve binary reproducibility of RPM packages.
Ensure timestamps in RPM packages are not later than the value
of SOURCE_DATE_EPOCH. If SOURCE_DATE_EPOCH is not set,
timestamps are not clamped.
