The eglibc-2.13 build can fail because locale-base-tt-ru is in PACKAGES twice. This is because the SUPPORTED list and the i18n directories are out of sync with each other; the SUPPORTED list expects a directory named "tt_RU.UTF8", but the directory is actually named "tt_RU", and likewise for the @iqtelif variants.
