Alexander Kanavin 569ed323c8 automake: update 1.16.5 -> 1.17
Drop 0001-Drop-ar-u-argument.patch
(upstream resolved the issue).

Replace forced perl settings with an after-the-fact sed hack
(upstream added more checks to ensure there are no 'tricks' and
I don't want to fight with that).
