Richard Purdie c2938cc543 Revert "libical: Pass TOOLCHAIN_OPTIONS via CFLAGS" 
This reverts commit feb8893e0f52c7ab2d5efd456901a2bb91839d44.

This is no longer needed after the compiler fix for libical.
