Scott Rifenbark 886b7e79c4 ref-manual: Edits to the IMAGE_PKGTYPE variable. ...

Added a note at the bottom clearly stating TAR files are never
used as a substitute for RPM, DEB, or IPK files when generating
your image or SDK.
