Scott Rifenbark ceb7c51746 ref-manual: Fixed *[doc] string for INHIBIT_PACKAGE_DEBUG_SPLIT ...

The string was a copy paste error.  It was using the string
for INHIBIT_PACKAGE_STRIP.
