wayland-scanner++ is only used during development so it's not usually
required to be installed on the target. wayland-scanner++.pc is already
in the -dev package.

I've verified that bitbake -c patch world works with these, but did not run a world
build; the majority of recipes shouldn't need further fixups, but if there are
some that still fall out, they can be fixed in followups.

libei is a library for Emulated Input, primarily aimed at the Wayland stack.
It uses a typical client/server separation, with the two parts connected via
a UNIX socket. In libei parlance, the client-side is called “EI client”, the
server side, typically a Wayland compositor, is called the “EIS Implementation”
(Emulated Input Server).
libei is a required dependency for the upcoming mutter-45 release

waylandpp needs virtual/libgles2 which is available when opengl
is enabled in mesa recipe, so also add the check for waylandpp.
Fixes:

for Wayland and Weston.
MJ: removed elementary from default PACKAGECONFIG because meta-oe
doesn't depend on meta-efl
It optionally supports EFL and GTK+ tests.
