Yi Zhao 16a6fee6c0 psqlodbc: add recipe

This package provides a driver that allows ODBC-enabled applications to
access PostgreSQL database.

This recipe was removed in commit
ec9e5ed06256ad92c818474cdb490dc0d3a0d0a3

Since its dependency postgresql already unblacklisted, so add it back.
