Kai Kang 1bd00db14a libldb: update package split rules 
Update packages split rules:
* make libpyldb-util.so* are really packaged into pyldb and pyldb-dev
* set NOAUTOPACKAGEDEBUG which causes all .debug directories are
  packaged into pyldb-dbg
