Set pam plugin directory to ${base_libdir}/security as this is the
default setting in pam recipe.
Before the patch:
root@qemux86-64:~# echo "password requisite pam_pwquality.so retry=3" >> /etc/pam.d/common-password
root@qemux86-64:~# passwd
passwd: Module is unknown
passwd: password unchanged
After the patch:
root@qemux86-64:~# echo "password requisite pam_pwquality.so retry=3" >> /etc/pam.d/common-password
root@qemux86-64:~# passwd
New password:
Retype new password:
