After libxfce4ui upgrade to 4.21.x, its pkgconfig sets libxfce4util as Requires.private, so the linker no longer automatically pulls in libxfce4util. This causes an undefined reference to 'xfce_textdomain' when linking xfce4-datetime-settings. Add patch for libxfce4util-1.0 and common_deps (gtk+-3.0 etc.) as explicit dependencies in xfce/meson.build.
