etcd: don't set UPSTREAM_CHECK_COMMITS 
Upstream is tagging and the release checking works as expected:

$ devtool check-upgrade-status -a etcd
etcd                      3.5.7           3.5.17          None 507c0de87bd5034e3de4ab76ebf96b54dae0cd52
